I think you could use Ableton Link if you had two Reason licenses and two computers (or a VM might work). Obviously not ideal.

I suspect you're asking about the sample editor and noticing that the Samples tab was removed from the Tool Window.

The velocity randomization in Reason would be a lot more useful if it was not percentage based. I would only use the existing feature for adding variation to a fixed velocity passage. The decision probably comes down to the Combinator's Bypass FX button.
